Discovery & Requirements

Define functional and technical requirements with agency stakeholders. Map user journeys for citizen-facing applications, workflow requirements for internal systems, and integration dependencies across existing platforms. Compliance requirements — Section 508, FedRAMP, FISMA — scoped and documented before any development begins.

Architecture & Design

Design application architecture, data model, API strategy, and security framework. For integrations, middleware selection and data mapping completed at this stage. UI/UX design for citizen-facing applications includes accessibility validation before development begins.

Agile Development

Iterative development in defined sprints with agency review at each milestone. Working software demonstrated regularly — not delivered as a surprise at the end. Change requests managed through a defined process without derailing the delivery timeline.

Integration & Testing

System integration, API connections, and data migration executed and validated. Security testing, performance testing, Section 508 accessibility testing, and UAT completed before any go-live authorization.

Deployment & Stabilization

Controlled deployment to production with rollback procedures in place. Stabilization period with dedicated support to address post-launch issues before transitioning to steady-state operations.
