ERP PILLAR

ERP Implementation for Government Agencies

Government ERP implementation is the deployment, configuration, and integration of enterprise resource planning systems — financials, procurement, budgeting, grants management, and asset management — for federal, state, and local agencies. Unlike commercial ERP, government ERP must support fund accounting, GASB and GAAP compliance, FAR and DFARS procurement rules, and audit trails sufficient for OIG, GAO, and state auditor review.

Platforms we implement and modernize
Oracle Cloud ERP

Financials, Procurement, PPM, Risk Management Cloud, and Public Sector Financials. Deployed on Oracle Government Cloud (FedRAMP High).

SAP S/4HANA

Public Sector edition, including greenfield implementations and ECC 6.0 brownfield migrations. RISE with SAP for SAP-managed cloud.

Microsoft Dynamics 365 F&O

Finance, Supply Chain, and Project Operations for mid-size agency deployments on Azure Government.

Workday Financials

Implemented in tandem with Workday HCM for agencies consolidating onto a single platform.

Legacy Integration

PeopleSoft, JD Edwards, Lawson/Infor, and IBM mainframe systems integrated via MuleSoft, Boomi, OIC, or SAP CPI.

Fund Accounting & GASB

Configuration validated at every gate against fund accounting, GASB, GAAP, FAR/DFARS, and state auditor requirements.

What a typical engagement looks like
Duration: 9–18 months for state agencies; 18–36 months for federal deployments requiring ATO
Team size: 8–25 consultants, scaled by phase
Approach: Phased rollout with fund-accounting validation at each gate; configuration over customization; weekly demos to agency stakeholders
Post go-live: 90-day hyper-care minimum, with optional transition to managed services
Recent engagement

Replaced a 22-year-old mainframe financial system at a Tier-1 state finance agency with Oracle Cloud ERP. Month-end close reduced from 14 days to 4.

CRM Pillar

Constituent Relationship Management Implementation

In the public sector, CRM means Constituent Relationship Management — the systems agencies use to manage citizen services, case management, licensing, permitting, grants, and 311 inquiries. Government CRM must integrate with identity verification systems (Login.gov, ID.me, state SSO), comply with records-retention statutes, and support multi-channel intake.

Platforms we implement and modernize
Salesforce Government Cloud Plus

FedRAMP High authorized. Constituent services, case management, licensing, permitting, and grants management.

Microsoft Dynamics 365 Customer Service

Citizen engagement portals, service-request workflows, and case routing on Azure Government.

Constituent & Case Management

End-to-end intake, triage, resolution, and reporting workflows aligned with agency business rules.

Omnichannel Communication

Email, SMS, contact center (Amazon Connect, Genesys, NICE), and web portal integration unified into a single citizen record.

Legacy Integration

Login.gov, ID.me, and state SSO integrations validated against records-retention statutes.

Analytics & SLA Reporting

Real-time dashboards for SLAs, response times, case backlog, and constituent-satisfaction reporting.

What a typical engagement looks like
Duration: 6–14 months
Team size: 6–18 consultants
Approach: Agile delivery with two-week sprints; configuration-first; integration testing with identity providers and legacy systems before UAT
Post go-live: Adoption support, role-based training for caseworkers and supervisors, and Tier-2/Tier-3 production support
Recent engagement

Stood up a Salesforce-based constituent services platform for a state human services department. Consolidated six legacy intake systems into one. Average case-resolution time reduced by 38%.

HRIS Pillar

HRIS & Human Capital Management Implementation

Government HRIS implementation covers payroll, benefits administration, time and labor, position management, and workforce analytics — built around the realities of public-sector employment: collective bargaining agreements, civil-service classifications, multiple retirement systems, and compliance with federal, state, and local labor law.

Platforms we implement and modernize
Workday HCM

Core HR, Payroll, Time Tracking, Benefits, Talent, Learning, and Workforce Planning. Frequently paired with Workday Financials.

Oracle HCM Cloud

Global HR, Payroll, Talent Management, and Workforce Compensation on Oracle Government Cloud.

SAP SuccessFactors

Employee Central, Payroll, Performance & Goals, and Learning for agencies standardizing on SAP.

Microsoft Dynamics 365 HR

Mid-size agencies aligned to the Microsoft stack with Azure Government deployment.

Self-Service Portals

Time reporting, benefits enrollment, leave, and personnel data — accessibility-tested to WCAG 2.1 AA.

Compliance & Workforce Analytics

EEO-4, ACA, FLSA, FMLA, USERRA, and state-specific reporting; retirement-eligibility forecasting.

Methodology

How we deliver: a six-phase
implementation methodology

Aligned with PMI PMBOK, Agile Scrum, and platform vendors' published delivery frameworks. Refined across 250+ government implementations, accounting for fund accounting validation, ATO documentation, and procurement-cycle dependencies.

01
2–4 weeks
Discovery & Assessment

Connect legacy systems, migrate historical data with full validation, and ensure zero data loss. Includes reconciliation reports and sign-off checkpoints before any cutover proceeds.

3-5 weeks
02
Strategy & Architecture

Design the target-state architecture, integration blueprint, data model, and security framework. FedRAMP boundary documentation and compliance posture are established here — not retrofitted later.

03
8–20 weeks
Configuration & Development

Build, configure, and customize the ERP, CRM, or HRIS solution to your agency's workflows, approval hierarchies, and policy requirements. Iterative sprints with agency stakeholders at each milestone.

04
4–8 weeks
Integration & Data Migration

Connect legacy systems, migrate historical data with full validation, and ensure zero data loss. Includes reconciliation reports and sign-off checkpoints before any cutover proceeds.

05
3–6 weeks
Testing & Compliance Validation

User acceptance testing, security testing, Section 508 / accessibility checks, and full regulatory sign-off. No go-live authorization until all compliance criteria are met.

06
ONGOING
Training, Go-Live & Post-Launch Support

Role-based training, change management, controlled rollout, and a structured hypercare period post-launch. Transition to long-term managed services available at engagement close.

Oracle E-Business Suite Support

A county government in Oregon managing 15 departments and serving a population of over 300,000 selected Consultadd to serve as their long-term Oracle support partner.
The county has always run the Oracle E-Business Suite with a current installation spanning Human Resources, Payroll, Advanced Benefits, General Ledger, Purchasing, Accounts Payable, Accounts Receivable, Project Accounting, and Cash Management.

The environment includes custom extensions for project accounting, custom journal line types for subledger accounting, and personalized descriptive flexfields integrated with the county's contract management and document imaging systems — a highly customized environment requiring Oracle expertise that goes well beyond standard EBS support.

Consultadd provides ongoing support across the full Oracle technology stack — Oracle EBS, Database 19c, Oracle Linux versions 7 through 9, KVM hypervisors via Oracle Linux Virtualization Manager, Oracle APEX, PL/SQL development, Forms and Reports, Oracle REST Data Services, and Veeam backup infrastructure. Responsibilities span environment health checks, patching across all components, SR incident resolution, database and OS performance tuning, VM configuration, and full documentation of work performed.

The engagement was awarded through a competitive evaluation process requiring demonstrated Oracle expertise, active certifications, and a proven track record supporting public sector environments of comparable complexity.

A complete past-performance list — including federal civilian, federal defense, and local government engagements — is included in our capability statement.

FAQ

Frequently asked questions

Everything contracting officers, IT leaders, and prime capture teams routinely ask before engaging.

01
Do you implement for both federal and state/local agencies?
FAQ Icon

Yes, we work across federal civilian agencies, state departments, and local governments. Our contract vehicles (GSA Schedule, CMAS) are structured to support agencies at every level, and our compliance experience spans FedRAMP, StateRAMP, CJIS, and HIPAA depending on the agency type.

02
We already have a system in place. Do you only do full implementations or can you come in mid-project?
FAQ Icon

Both. We frequently engage agencies that are mid-implementation and need a more experienced partner, or that have a live system that needs remediation, optimization, or integration work. We assess where you are and scope accordingly.

03
How long does a typical implementation take?
FAQ Icon

It depends on system complexity, number of integrations, and agency readiness. Most engagements run between 6 and 18 months. We give a more precise estimate after the Discovery & Assessment phase, when we have a clear picture of your environment.

04
Are your rates pre-negotiated through a contract vehicle?
FAQ Icon

Yes. Agencies procuring through GSA Schedule or CMAS benefit from pre-negotiated rates, which simplifies the contracting process and removes the need for full competitive bidding in many cases.

05
How do you handle FedRAMP authorization for cloud deployments?
FAQ Icon

We implement exclusively on FedRAMP-authorized platforms: Oracle Government Cloud, AWS GovCloud, Microsoft Azure Government, and Salesforce Government Cloud Plus. We also support ATO package documentation and SSP authoring if your agency needs it.

06
Our agency handles Federal Tax Information. Can you implement a system that meets IRS Publication 1075 requirements?
FAQ Icon

Yes. We have experience configuring ERP and case management systems to Pub 1075 standards, including the access controls, audit logging, and encryption requirements the IRS looks for in a Safeguard Review.

07
What happens to our legacy data during migration?
FAQ Icon

We run a structured data migration process with full validation, reconciliation reports, and sign-off checkpoints before any cutover. No data is retired or overwritten until your team has confirmed accuracy.

08
What if something goes wrong post go-live?
FAQ Icon

We include a structured hypercare period immediately after go-live, dedicated support, rapid response SLAs, and daily check-ins with your team. For agencies that want ongoing coverage, we can transition into a long-term managed services arrangement.
