Engagement Scoping

Define the problem, stakeholders, constraints, and success criteria. For proactive engagements, this means understanding what decision needs to be made or what initiative needs guidance. For reactive engagements, it means diagnosing what's not working and why before recommending a path forward.

Assessment & Analysis

Evaluate the current state — technology, processes, vendors, and organizational readiness. Gap analysis, risk identification, and benchmarking against government IT best practices. No recommendations are made until the assessment is complete.
